Home Performance with ENERGY STAR® Rebate + Loan

Enjoy greater savings by making home energy improvements.

You can receive both rebates and loans to make energy efficiency improvements to your home through Home Performance with ENERGY STAR®. Contact a participating contractor to get started.

Home Performance with ENERGY STAR is a whole-house approach to energy efficiency. By making energy efficiency improvements to your home, you can make your home and wallet healthier as you improve air quality and save money on your monthly bill. Standard Austin Energy rebates for this program typically average about $1,800 while the efficiency improvements lower summer energy bills by an average of 20%.

Until March 31, 2018, enjoy potential savings of up to $2,400 when you complete recommended energy upgrade measures through Home Performance with ENERGY STAR. This includes a $200 manufacturer discount on air conditioning units and heat pumps manufactured by American Standard®Bryant®Carrier®Lennox®Mitsubishi® and Trane® and a seasonal $200 rebate from Austin Energy for qualifying projects. Participating Contractor Required

Austin Energy requires that you use an Austin Energy participating contractor to qualify for this offering. Your participating contractor can help you choose the right-sized equipment for your home. Participating contractors meet Austin Energy requirements for licensure, insurance, workmanship, and equipment.

Our participating contractors will:

  • Discuss your home's condition with you
  • Conduct an energy analysis
  • Recommend improvements
  • Leave an estimate for any recommended work
  • Help you with the rebate/loan application process

Energy Efficiency Improvements

Possible Improvements (as recommended by the participating contractor):

  • Install a new central air conditioner or heat pump
  • Improve efficiency and temperature-balancing of air conditioning / heating system
  • Add attic insulation
  • Seal or replace leaky ducts and seal building envelope
  • Install airtight, insulated covers for pull-down attic stairs and whole-house fans
  • Install solar shading screens or film on single-pane windows
  • Install a qualifying Power Partner Thermostat

Home Performance with ENERGY STAR Certificate and ECAD Exemption

If you complete all recommended work, you will receive a Home Performance with ENERGY STAR certificate. If you sell your home, this certificate will exempt you from reporting requirements of the Energy Conservation Audit and Disclosure (ECAD) ordinance (City of Austin only).

The U.S. Environmental Protection Agency and the Department of Energy have awarded Austin Energy’s Home Performance with ENERGY STAR program the ENERGY STAR Partner of the Year Award for 11 years since 2005.

Loan

Home Performance with ENERGY STAR customers may access a residential energy efficiency loan. The potential energy savings of the recommended upgrades to your home will determine your eligibility for available rates, depending on the outcome of a review* of the proposed energy efficiency measures. A low interest rate is available to customers with homes meeting the 15-point eligibility criteria and helps customers with a broad range of credit scores.

If your home needs fewer energy upgrades, you may still qualify for a residential energy efficiency loan at favorable rates from Velocity Credit Union.

To qualify for Home Performance rebates, you must make all recommended energy efficiency improvements at the same time you have a new central split air conditioning/heat pump or package system installed.

*Seasonal Energy Efficiency Ratio (SEER) measures average energy efficiency over a cooling season.

**Energy Efficiency Ratio (EER) measures an air conditioner's energy efficiency at high outdoor temperatures and persistent use.

To qualify for the limited time offer, your Home Performance work must include a minimum of three mandatory energy efficiency measures as listed below and, if recommended based on the conditions of your house, at least one additional qualifying measure. Additional recommended measures are listed by order of priority and can include duct replacement/insulation, attic insulation to R38, solar screens, and duct system performance.

Prerequisites

  • Your home or building must receive electric service from Austin Energy at residential rates.
  • Only owners of single-family homes, condominiums, town homes, duplexes, triplexes, fourplexes, and rental properties are eligible.
  • Your residence cannot be a mobile or manufactured home.
  • A participating contractor must perform the home energy analysis and make all energy efficiency improvements.
  • All participating contractors are required to provide a warranty on all materials and workmanship for a minimum of one year from the date of final inspection by Austin Energy.
  • Participating contractors shall act as the manufacturer’s agent for all equipment, workmanship, and materials’ warranties.

Requirements

  • You must qualify for at least $100 in rebates to participate.
  • Your home or building must be 10 years old or older.
  • The participating contractor must conduct a duct system performance test before installing a new air conditioner or making duct system improvements.
  • Buildings where asbestos is found in the HVAC system are not eligible.
  • Buildings where remodeling is imminent or concurrent with the proposed installations are not eligible.
  • New AC units or heat pumps must be sized to service at least 600 sq ft or 12,000 BTU adjusted performance per ton, or the participating contractor must perform a Manual J load calculation to determine the size of the AC unit.
  • The AC unit must meet the minimum SEER/EER requirements.
  • The condensing unit and evaporator coil must be replaced at the same time.
  • Renters must provide written permission from the property owner to participate.
  • You are not eligible for a loan (or rebate) covering any energy efficiency measure for which you received a rebate or loan within the past 10 years.

In addition to performing the energy analysis and making all recommended improvements, the participating contractor takes care of the entire rebate/loan application process for you.

Apply for a Loan

Get Preapproval

Pre-approval lets you know how much financing you qualify for. You can easily apply for pre-approval 24/7 by:

  • Applying online.
  • Calling 512-469-7060 or toll free 1-800-933-2029 (select menu Option #3).

Once Velocity Credit Union approves your application, fax your completed loan application to 512-225-9205.

Work with Participating Contractor

The participating contractor will work with Velocity Credit Union and Austin Energy on loan approvals, application paperwork, and inspections.

Close the Loan

Once the participating contractor faxes Velocity Credit Union the final inspection report and completion certificate, Velocity will:

  • Contact you about closing options once work is complete
  • Pay the participating contractor for completed and approved work
  • Send you a monthly coupon billing packet
